I saw a wolf earlier this week, he was a level 4 Ranger / 10 druid. I asked him why he chose to go 4 ranger, and he explained to me:

"If you get your second level of ranger you get Two weapon fighting for free. If you already have Single weapon fighting before that, you'll be able to use both of them in wolf form if you sword and board. You have the attack speed of Single weapon fighting, but you have the amount of attacks of two weapon fighting"

Now, Part of me wanted to tell him that it's impossible that the system does this, but this is Turbine, and stranger things have happened.

My Wolf druid uses Shield mastery for the Melee power and PRR, which I was certain transferred over to wolf form even though my wolf isn't visibly wearing a shield. But does single weapon fighting work? Does Two weapon fighting work?

It's an exploit. It's not working-as-intended. Not sure exactly how things will be straightened out; but this is supposed to be addressed with the upcoming druid enhancement revamp (planned for sometime after monk and, I believe, favored soul).

It's been about 3 years without a fix, but I'm pretty sure the monk/handwrap update will bork it.

This.

Just as the crit modifier adjustments (nothing with competence +crit works with wolf) broke druid crit range enhancements, with no compensation and zero interaction from devs. I can well see this also happening with handwrap fix, and I dread it. I'm not particularly excited about the current SWF+TWF+SnB exploit, but I do love melee druid gameplay and wouldn't want to see it pushed further down the foodchain.
