Standing still in a quiet spot gives my a nice 62 FPS.
As soon as I move around my fps drop to something around 20.

It looks like my nvidia card isn't kicking up a notch.
Did I mess up some of my settings somewhere?

I think things started to buggle up my laptop when I installed processlasso but am not sure about that as it provided better performance before.

Anybody have a goto list of things to check?
(Besides driver and bios updates as I did those.)

Edit:
Found these as somewhat of a guide to some performance setting (https://steamcommunity.com/sharedfiles/filedetails/?id=225142771)

1. What version of Windows?
2. What video card do you have (manufacturer, make and model).

I suspect that I messed up my power settings somewhere.

If you go in to the nVidia Control Panel you can check to make sure that DDO is using your GPU and not the integrated video, the other half had this issue with a Resident Evil game though I have never seen it happen with DDO but it's worth a look. You mention your power settings certainly have a look at those and see if your video card is being throttled (held back so to speak), the app you listed in your first post I have never heard of nor never used anything like it since they can interfere with what Windows wants to do and that in itself can cause conflicts.

After heavy fiddling with nvidia settings I kinda gave up on it.

Today I switched the Boolean Sync with refresh rate off... and immediately got 80 frames per second that was swooping up to 120.
