I note your forum tag is "Content Designer".
My Questions:
1) How old are you and when did you start playing pen and paper Dungeons and Dragons?
2) Which do you think is better, straight c/c++ or c# using .net libs?
3) While undertaking test driven development, do you monitor the cpu use of both the client and the server(s)?
These may not seem like DDO content questions, but they are.

Really? Being the nontechnical sod that I am, those look more like "code building" questions than "content design." When I think "content design" I think in terms of:
• story line
• map lay out
• mob types & positioning
In computer gaming is Design, Development and Implimentation all the same thing?
(Fwiw: not looking to start arguments, just looking to get some info I lack)

That would be a problem, because depending on implementation it may completely saturate cpu use on both the client and the server and result in game killing lag.

Which is funny, because they redo this same mistake with every new content they bring out. Except it's not funny anymore.

Since when is DDO client CPU bound? I've never seen my CPU peg while playing DDO.

That depends on the client hardware of course. In my case, ever since I started playing in '09. But of course it is the server side cpu usage that is more important. Here is a sample of the cpu usage and settings on the machine I run DDO on (same machine since '09):

And this is while standing idle on the guild ship (note also I cannot capture the taskmanager without minimising DDO which reduces its cpu usage as it is not rendering video or audio, but the history plots will give you some idea, the usage valleys are where DDO is minimised). Also this is without any fog or smoke effects, or that gpu melting blue glow when hires teleport or certain kinds of characters appear).
It is a matter of principle of code quality. One should always optimise their design and code for minimum cpu usage. When I code something to run on a server I always observe the cpu load of my code and reduce it to a minimum where possible.
There is too much sloppy code out there, people are just lazy and say it works, without thinking about where and how it will be run. Usage of libraries such as .net or java code with a thousands library dependencies are the most frequent offenders.
The computers we have available today need to be as powerful as they are because of lazy and unthinking code, not because the actual computational demands are that heavy. It has ballooned. Add Norton, or any on-access av for that matter, to complete the cpu abuse picture (which of course I do not run).
Yes, I could go buy a more powerful computer, but this one works fine for me I can do everything I need to with it. I do not need video post processing in my games (I have that turned off in ddo you'll notice, along with disabing all the other graphic frills, only setting view distance as high as is practical for game tactical reasons).
CPU usage always matters. Always.
