So the description isn't clear and the wiki site isn't any clearer. When I click on it and expend a charge, what happens? I get a 12 second boost to attack? Why does this ability exist if it is just an insite bonus? Am I supposed to be clicking it constantly as I fight?

I never use the base Weapon Bond clickie, because as you imply, who cares about a temp to-hit bonus? It's everything else in the OS tree (http://ddowiki.com/page/Occult_Slayer_enhancements) which is powered by Weapon Bond that's important: i.e., Parrying / Guarding / Kinetic / Vampiric Bond, Driving Force, One Spirit. [Seeker's Strike is only worthwhile in FotW, IMO, and only when combined w/Adrenaline.] Bear in mind OS is considered the weakest barb PrE; many builds don't use it at all (e.g., Zoda (https://www.ddo.com/forums/showthread.php/453857-Zoda-Pure-Zergbarian)).

Okay. Good to know. Thanks for the reply (again) unbongwah. Should I just start PMing you all of my questions instead of cluttering the forums? :p
