What's the best way to approach a strength-based Fighter specialized in quarterstaff? Is there a point to splashing Rogue, since (at 1st level) my Str is 18 and Dex is only 12?

Ftr 18 / rog 2 staff build (https://www.ddo.com/forums/showthread.php/475645-Staff-Critter-(Level-30-build)?p=5829671&viewfull=1#post5829671)

Rog 2 splash still gets you +15% atk speed and Quick Strike, which more than offsets losing Kensei capstone. Up to you whether to build for lt armor (Evasion) or hvy (more PRR, Gtr Defensive Stance bonuses).
