Burst of Glacial Wrath is freezing the wrong enemies

Things Burst of Glacial Wrath will not freeze:

Oozes
Constructs - Except warforged
Undead
Vermin
Plants
Orange named bosses

Things Burst of Glacial Wrath will freeze:

Most humans/humanoids
Animals
Elementals
Mephits
Reptiles (kobolds/troglodytes)...usually
Demons/devils
Most giants, orcs, monstrous humanoids

But there are some interesting exceptions:

It normally freezes minotaurs and ogres, but won't freeze them in madstone crater, where they have a buff giving them immunity to mind altering spells
It can freeze the fiendish kobolds in quests like Creeping Death, but not in Legendary Shroud, where they have the Mandate of Shavarath buff
It can somehow freeze ice themed monsters like ice mephits and winter wolves, even though they do not take damage from the spell

Notice a pattern? Burst of Glacial Wrath only freezes things that can be charmed!

BoGW is coded as a mind altering effect. It will not affect mindless monsters such as undead or oozes.

Thanks for being Turbine's guinea pig! We all appreciate it.
I actually still use it on my druid because it has a very high DC. It's not terrible despite all the monsters that have immunity when they shouldn't, so I only went out of my way to test 1 thing on my list (orange names on heroic - to see if it might have been epic ward). The rest was just what I noticed from using the spell a lot.
