Secret nerf on Shiradi?

I've been playing alot recently past few weeks, and I haven't seen off of Audience of the queen tea's effect of - Joy with the queen, +10 to all ability scores, and all ranged and spells have increased chance to produced random effects. I no longer see this buff occur, Im not sure wether a ghost nerf on the tea was made, or I missed a change on a release notes page, But I should be able to get such buff, i have 68 Dilplomacy on my main and used to always get the buff till a month earlier, haven't once.

This is not new - the change happened a while back.

I am not convinced it's a nerf, it seemed to happen alot and was a huge boost to dps. It could be it wasn't working as intended and is fixed now. Still I am really glad it was working so good back in the day - Shiradi made getting those primal lifes really easy.

Either way, Shiradi is still ok, but not the powerhouse it once was. The force and sonic procs are still great.
