Are the Drop rates different in the new quest, like depending on Difficulty. or are the Rates the same on Normal as they would elite?

Higher difficulties have better droprates (at least that's the intended design). That's universally the case in DDO.

Pretty much, especially if you only have a certain amount of toons to work with, because of ransack.

The only balance here is based on the ability to get to the chests on that difficulty vs another.

If you can complete on Elite in what you consider a timely manner then that is the best. If however, Elite takes longer then what you think is reasonable then Hard even with a lower drop rate might be a better choice, and so on.

What I find is that Groups of 4 or more tend to have a more significant improvement of drop rates - but this does not always mean a better chance of getting the item as others may also be looking for it.
