Artificer Arcanomancer SLA bugged?

Despite putting additional ranks into Static Shock (SLA) and Lightning Sphere (SLA) the cooldown remains maxed at their rank 1 settings. Is this a bug or a broken tool tip?

I'll guess (to help people who might have the same problem) you forgot to move the new version of the enhancement from the enhancements tab in the character sheet to the quickslot?

I had a guildy have multiple problems because he didn't reset his enhancement tree after the arcanotechnitian pass and everything was borked.
