Working my way through another assassin life, and I want to finish my epic past lives this time around. PRR is really the only struggle I ever have anymore on her. As a pure assassin, int based, halfling rogue, what kind of PRR can I reasonably get by lvl 30? From what sources? I've been TRing through heroics and iconics without playing rogue lives really, so I'm sure I'm out of the loop a bit.
Right now she has 3 PDK lives and 3 divine lives for PRR. She will be getting all the divine lives for the max PRR, obviously.

the real strength of a halfling rogue is going dex & pushing up the dodge cap considerably. Cthru's Hassan's Assassin breaks this down & also includes PRR. Lootgen might get the numbers higher than what he lists. Slarden has an INT assassin listed here and may have a PRR eastimate too.
I went to cap as a Drow INT but when U30 went live I decided to TR. My PRR was not very high but I was poorly geared.

30 PRR from light armor (if you UMD Tensors), +6 from Light Armor Mastery, +51 from Devil Commander Boots & Celestial Leathers, +10 epic DR feat = 97 PRR. +36 from max PDK PLs and Divine EPLs. You could add another +15 with a Planar Focus of Prowess and, say, Balizarde or Agony, but that's a less-than-ideal endgame gear combo these days. Deific Warding is another +30 when fully stacked, but it means giving up a DPS feat like Embodiment of Law or Dire Charge. You could also take Scion of Plane of Earth for +20 PRR, but Ethereal Plane is probably better DPS and provides perma-Blur and Invis Guard to boot.
So best-case scenario you can hit ~200 PRR, but ~135 PRR is probably the upper end for a max-DPS build.
EDIT: forgot about TWD, which is another +5 PRR.

Upper end of ~135 sounds about right. I've got a dex assassin at level 30 who's just shy of 100 PRR, but I don't have all the divine EPLs and PDK PLs, so I miss out on some there, I also don't scroll Tenser's, because seriously, that's too much of a hassle imo. I also don't have the boots unbongwah mentioned, but got lucky and won a roll for the Leathers of the Avenger.
I find that 50% reduction in incoming damage is adequate even for the legendary raids. As a rogue you should not get a whole lot of aggro, so it's enough if you can survive the occasional attack that comes your way by accident.

Thanks, this is the breakdown I was basically looking for. I don't plan on going full ****** PRR, because that would mean giving up the stuff that makes me a well-rounded rogue. But knowing what to look for to get up around 130ish is important. I don't get a lot of aggro, but it's going to happen occasionally.

At some point HP>PRR. I got slaughtered when I first took my 1000 HP rogue into LE Shroud (and would have needed 250 PRR!). With 1500-1600 HP, you can get by with far less PRR.
I think I have hit 150 PRR without sacrificing any DPS, but once I upped my HP with LGS HP set, I ended up closer to the 120-130 PRR range.
I use ToEE armor with the PRR/MRR mushroom upgrade and Sightless (35 PRR/MRR). Lots of mythic items can add 10-15 to your PRR.

So much math gave me an Axer moment.
I honestly could not tell you where my HP will end up, but it should be respectable. I still have several epic lives to do, so I'm not too worried that if I don't hold up in LE I have to give up the ghost. PRR has definitely been the weak point for my rogue. I'll have to tweak gear to determine my best setup when I get to endgame again.
