Looks like you cannot get it on the live servers. Which is a shame. They ought put that in the Store as a cosmetic. I'd buy one.

Actually, I don't really care for the Dune-like heavy armor underneath but the wind-style upper pieces would look pretty awesome over the outfit used for Dragon-touched sans the turquoise beach towel.
