Recent conversations about level-constrained builds got me thinking about builds one can use for farming heroic ToEE. I'm probably 9 months too late for this conversation, but enh, it's a slow day. Of course, you could just take a level-capped char in there to plow thru, but...where's the fun & challenge in that?
Build constraints:
First-life toons with minimal gear / tome requirements. F2P friendliness a plus.
Can both solo and PUG HE ToEE for Bravery Bonus with groups, which means max char lvl 9 and max of 36 APs to spend.
First up, INT-based Swashbuckler with rog splash for Evasion & trap skills.

7/2 Bard/Rogue
True Neutral Human
Level Order
1. Rogue 6. Bard
2. Bard 7. Bard
3. Bard 8. Bard

Harper Agent (3 AP)
Agent of Good I
Strategic Combat
Trap skills, SWF melee, good defenses (Evasion + high Dodge + Displacement). Little squishier than I would like, but compromises are inevitable. If you don't have Harper, extra APs can go wherever you like. I'm on the fence about how much to put into Swashbuckler vs Warchanter; likewise where WC or SS is a better complement. I really want both W&S Mastery (+75% to CCW wands) and Song of Heroism, but that would leave only 17 APs for Swashbuckler, human, and Harper, so something has to give.
Armor: Snakeskin Vest (http://ddowiki.com/page/Snakeskin_Vest) or Oilskin Tunic (http://ddowiki.com/page/Item:Oilskin_Tunic) (green aug can be used for Fortification, Defense, or Fear Immunity)
Weapon: Sheridan's Ruin (http://ddowiki.com/page/Item:Sheridan%27s_Ruin) slotted with Devotion or any keen rapier
Shield: ML:8 Swashbuckler (http://ddowiki.com/page/Item:Swashbuckler_(Level_8)) or whatever lootgen / crafted buckler you can get your hands on
Neck: Nightforge Gorget (http://ddowiki.com/page/Item:Nightforge_Gorget) if you need Heavy Fort, Vulkoorim Pendant (http://ddowiki.com/page/Item:Vulkoorim_Pendant) if you need Devotion
Cloak: Cloak of Invisibility (http://ddowiki.com/page/Item:Cloak_of_Invisibility) for Ghostly; follow ED37's video guide (https://www.youtube.com/watch?v=UkhhCYnNiUE) for solo-farming for one
Plus the usual: False Life, +CON & INT, Resistance or Stability, trap skill bonuses, etc.
