I can no longer play DDO as it crashes at the Character Selection Screen. I took a break for awhile, in which time I reformatted my PC to install a SSD. I also downgraded from VIP to Premium. I logged in from another computer (running Win10 - I'm running Win7) and was able to select which characters to keep as I had too many on one server once I cancelled VIP.
However, when I tried logging in on my computer, the game still crashed about 2 seconds after I got to the Character Selection Screen. I've tried restarting, I've uninstalled/reinstalled DDO, I renamed my userpreferences file to olduserpreferences, I went to Repair and reset the display options, and I disabled Directx10/11 for DDO. I also tried running DDO as Administrator.
None of these things have helped. I saw in a different thread that people suggested getting the Microsoft DirectX Runtime, but when I tried to install it, it said I have a more up-to-date version of DirectX.
Anyone have further suggestions?
Thanks!

As a note, I did try contacting Turbine Support and submitted a ticket. However, I never got a confirmation email stating that my ticket had been received.
Is Turbine Support down? Do I need to try submitting a ticket again until I actually get a confirmation?
If someone here is able to help me, that'd be great. Very frustrating not being able to get into the game on my PC. :(

That sounds like you are trying to run the web installer which will give you that error, you will need the offline/full installer for DirectX 9c to be able to install it.

I downloaded/installed DirectX 9c from the link you gave, game still crashes at chracter selection screen. I once again tried renaming the userpreferences file and resetting the game display options, etc.
Not sure what else to do...and it doesn't look like any of my tickets went through to Turbine - no confirmation emails.
Anybody have any other ideas?

Try allowing TurbineLauncher.exe through your firewall and check your anti-virus settings and look to see if it is stopping DDO from running.

Update: I now have DDO working.
In case someone else has the same problem, I thought I'd explain how it got resolved. I heard back from Turbine Support and worked with them.
It turns out that something with my Logitech G35 Headset was somehow interfering with DDO, which caused it to crash.
*I right clicked on the Sound icon in my taskbar, went to Playback Devices, chose a playback device, and, under Advanced, unchecked Allow applications to take exclusive control of this device. I did this for each device.
*This still didn't help, so I disabled each audio device (same Playback Device window, but Right click>Disable). Note: When I tested this more, I ended up simply unplugging my headset, but would Disable the other Playback devices.
*After this, I was able to successfully launch DDO.
However, I don't have regular speakers and really need to use my headset for sound. When I logged in on a character and tried to select my headset (after plugging it back in), it wasn't available for microphone or speakers. I was able to get game sound through my headset. I tried selecting Generic Audio Device -Hardware and DDO crashed immediately. If you don't want/need your mic/headset to work for Voice, you're more or less okay here so long as you don't choose Generic Audio Device - Hardware.
Actual Fix:
*I once again renamed userpreferences to olduserpreferences and unplugged my headset. When I got to the Character Selection screen, I plugged my headset back in, then went to Options>Audio, made sure Use Eax was disabled, and selected Generic Audio Device - Software (Name of Audio Device).
*I then was able to login, go to Options>Audio and select my headset for all relevant audio options.
*Once this was applied, I was able to launch DDO with my headset plugged in with no additional issues.

Great to see you got it sorted out! I have say though it is/was a very strange bug never heard of anything like it before.

Thanks; I'm glad too! :) Yeah, it was *very* strange, especially since I've been using this headset with DDO for a couple years now. O.o I did reformat my computer, but still...
