id imagine that you would want the class subforum then. Lots of builds down there for that thing. Though for cc that requires spell pen im guessing 3 long annoyingly sucky wiz lives are in order.

If you want a CC-focused caster, there are better classes than sorc for that: wizard, druid (Earthquake FTW!), possibly warlock or Spellsinger bard. Sorcs are all about raw DPS; your CC is called "fry them to a crisp."
This is my latest attempt at a first-life F2P-friendly sorc build: https://www.ddo.com/forums/showthread.php/457833-Basic-New-Player-Friendly-Sorc-Build?p=5741622&viewfull=1#post5741622

Air/Water or Air/Fire
Maximize Spell
Empower Spell
Heighten Spell
Spell Focus Enchantment
Greater Spell Focus Enchantment
Spell Penetration
Greater Spell Penetration
CC Spells: Web, Hold Monster, Otto's Sphere of Dancing, Mass Hold Monster, Otto's Irresistible Dance
Damage Spells with a CC effect: Electric Loop, Cyclonic Blast, Sonic Blast, Greater Shout
Don't ignore your direct damage spells though Pick up Lighting bolt, Ball Lighting, Eladar's Electric Surge, Chain Lightning
if Air Fire fit in Scorching Ray, Fireball, and Wall of Fire
if Air Water fit in Ice Strom, Niac's Biting Cold, and Otiluke's Freezing Sphere
This is probably enough info to make a go at what you want, remember you are playing against type so don't be surprised if you find something you can't CC.

A sincere welcome to the game, I think you're going to like it! o/
People have mentioned* that you may run in to "problems" w/ a 1st-life CC Sorcie - nothing that cannot be overcome, but hurdles and challenges that other character builds might not have to suffer through.
(*both in this thread and your other one (https://www.ddo.com/forums/showthread.php/470364-What-server-is-best-for-a-newbie)}
One of the collective problems is that with a 1st-lifer, that character has absolutely no gear in the bank, and no "big brother" to give them hand-me-downs or piles of coins. When you hit X-level, it's helpful to have a bunch of good X-level gear. Otherwise, while they look for at-level gear in the new quests, all your Sorc will be wearing is whatever lower level gear they were able to already find in the previous, lower-level quests. So, much of their gear will constantly be a few levels behind where you want it. :/
One solution is to have a second character that needs entirely different gear - a melee (or archer) of some stripe - who levels with (or above) your Sorc. As they find Casting items, they mail them to the Sorc, and as the Sorc finds melee items, vice versa. This will help both, plus you'll have two diff characters for a change of pace.
Not mandatory, not a total solve, but a partial solution you may want to consider. GL!
