Since the U29, I haven't been able to access game. I keep getting message when I use desktop shortcut: "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access this item.:
I have removed, restarted, reinstalled several times. |I have tried opening normally and as administrator. Nothing works. I haven' adjusted any settings.
Any help would be appreciated, as I am still waiting to hear back from bug report.

What folder is it installed under on your machine?
This is mine
C:\Program Files (x86)\Turbine\Dungeons & Dragons Online - Stormreach

Did you check to see if the shortcut works correctly? Did you try running it straight from installation folder?

What he says, click on TURBINELAUNCHER the application from your folder.

Yes, I have tried launching from folder, same result. This path from mine: C:\Program Files (x86)\Turbine\Dungeons & Dragons Online

Have also noticed, after reinstall, short cut works to open and start update process, but after update get that error message

Removed and reinstalled again, still no luck
