I'm playing a wizard/bard and in combat I through a spell and it waits a few seconds and stuns me. WHY?!

No it's not, I guess^^

It's because DDO has bad connectivity, so you cast a spell and the client gets overchallenged - the spell animation ends but you cannot do a thing. It simply is DDO and not you.
