The first enhancement for Tempest, Shield of Whirling Steel, says that it grants TWF for free, and indicates that Rangers get TWF for free at 2nd level.
I'm planning my next build, and want TWF, but don't have the dex for it, so splashing ranger seemed like a good way to do it, but I'm wondering if I can just take 1 level of Ranger, and that first Tempest enhancement - but I'm wondering if it goes away after 1st level.

2 levels of Ranger will give you the actual feat. 1 level will only give you a virtual feat for one level at character level 1.
Ranger 6 will give you ITWF and Ranger 11 will give you GTWF. Ranger can take the feat with out the dex requirement but 12 levels is a lot more then a splash imo.

The "Shield of Whirling Steel" enhancement (the first Tempest Core) temporarily grants the Two Weapon Fighting feat if your Character level is 1 - in short, if you selected Ranger at Chargen when making the character. It's meant to help brand-new Rangers who want to do Two Weapon Fighting from the beginning. When you level up to Level 2, you lose the temporary Two Weapon Fighting feat you gained from Shield of Whirling Steel.
Not sure exactly what your planned build is, but from the sounds of it you'll want to take 2 Ranger levels, as you permanently gain the TWF feat when you take your second Ranger level.

Thanks guys, that was my assumption, but wanted to be sure.
Yea, it'll be 2 Rgr/18FvS. Half-elven with the undead court line.

That is what I meant but my choice of words was poor very poor.
