the effects do not improve Eldritch Blast in any way.

It is effected by spellpower. So at 28 the easiest way to boost it for a melee is upgraded lantern ring along with taking utterdark blast option so the base and light damage are all boosted by the same spellpower type - light. There are other options as well:

1) Put devotion trinket in weapon with biggest + modifier to maximize spellcast implement bonus
2) Morninglord active past life
3) 30 twist from exalted angel (probably too many other good things to take for a melee)
4) max spellcraft - even on a melee

On a hybrid enlightened spirit build, sure. However, that build is getting nerfed into the ground (IMO) and won't be worth playing.

Among other things it can stand for "Now Enhancements Reduced Dramatically"
The NERF bat used on someone (foam rubber) will hurt but not leave marks.
