Shared Bank issues

As a VIP, it says you get the default shared bank. So character x stored regular items, then I log in character y. nothing is in the bank, yet it shows 20 empty spaces. What is going on here? How are you supposed to activate the SHARED bank if it isn't shared when the tab says it is...

Are both characters on the same sever? Also are you sure you're putting it in the shared bank instead of the character's bank? They are separate things.

Got this part solved. Something to do with my VIP ending. Thanks for the replies :)
