Shidari and throwers

Is it just me or will Shidari abilities ONLY proc on the main throw or the doublestrike? It certainly seems so (about 20 mins of testing and never saw more than 2 procs on a 3+ throw) and that certainly makes shidari even worse for throwers than it already is when compared to crusader or blitz. I also seem to remember that Shidari USED to proc on every hit from a throw once upon a time.....
