Is the default server arbitrarily chosen by a Dev or is there an actual rotating pattern to it?

It would be great if some of the servers which have never had a turn at being default got a chance to have some new players added.

I figured as much. There doesn't seem much planning involved in a lot of what goes on at Turbine.
