I am currently leveling toward a 13 rog/2 art build and cannot seem to hit or do much DPS on Elite quests. Not sure why but how can I increase that? Is it possible to increase the to-hit and PDS on an xbow?

i run a repeater pally
and w/o blitz i deal about 100-130 a shot non crit.
i remember i was doing about 40-60 in heroics
do you have harper int to hit/damage - or from mech?

I do not see any INT items in the starter gear and it looks like you would be missing Deadly as well. Swap out the melee-oriented stuff like the assassinate ring (keep for doing locks); replace gloves with Backstabbers; you can put INT on the goggles or ring and use the goggles there as swap in as well.

Pretty much like 20's with an occasional crit in the 60's.
Harper int to hit/damage is this Tier 5 in the harper tree? I will have to power all of what I have tonight. I followed the linked repeater build to try a repeater build out. but have not added anything into Assassin yet.
Off the top of my head I believe I have done the following:
•Arbalester, Tanglefoot, Targeting Sights, Improved Detection, Expert Builder
1.Sharpshooter, Mechanics III
2.Sharpshooter, Improved Traps III, Skill Boost II
3.Sharpshooter, Intelligence
4.Sharpshooter, Leg Shot, Fletching III, Intelligence
5.Sharpshooter, Rapid Fire III, Mechanical Reloader
Thief-Acrobat (3 AP)

INT is 22 + 2 INT Enhancements = 24 I believe.

using any items?
cause that only gives you +7 to damage there
if you get a +6 int item that brings it to +10 and if you get a deadly 6 item that is 6 more - which should put you in the high 30s low 40 ranges

INT to dmg comes from either Targeting Sights (lvl 6 Mechanic core) or Strategic Combat II (T3 Harper). As long as you have one of these, you're fine.
The default SDK gear is geared towards a DEX Assassin, obviously, so upgrading that should be your first priority. Stuff you will want: Speed VIII (+3% atk speed over your starter gear), Deadly VI, +6 INT, Seeker +6 ASAP; Sneak Attack bonuses and Manslayer (e.g., Stalker ring (http://ddowiki.com/page/Item:Ring_of_the_Stalker)); Deception / Imp Deception item (or anything else which makes mobs vulnerable to sneak atk dmg, like Blind effects). DPS-wise, the best armor for your level is black dragonhide (http://ddowiki.com/page/Item:Black_Dragonhide_Armor), although giantcraft leather (http://ddowiki.com/page/Item:Giantcraft_Leather_Armor) is a lot easier to acquire.
Weapons: if you have Trials of the Archons, Divine Artillery (http://ddowiki.com/page/Item:Divine_Artillery) is an excellent gt xbow, so consider farming for that. Fatal Flaw (http://ddowiki.com/page/Item:The_Fatal_Flaw) is in the new quest pack and also worthwhile. Trapsmith (http://ddowiki.com/page/Item:Trapsmith%27s_Crossbow) is sorta blah, IMHO, but still an improvement over your current xbow. I am still running with this build and I like it but I still thinks I can tweak something. I would like to lesser heart this character to focus on strictly ranged DPS attacks. What would you suggest to modify for that? I do still want the open locks and traps and evasion but is there a way where I can focus just on DPS ranged repeater or gXbow damage? I am not interested in anything up close and personal. Just straight ranged.
Any ideas?

If you're following the build I linked upthread, there's not really anything you can do to it to increase its ranged DPS. It has max INT and all the relevant ranged feats (plus Imp Sneak Atk); heck, it even takes Holy Strike which is a miniscule amount of extra DPS, but it's the only other ED feat which boosts ranged dmg.
I suppose you could dump Fast Movement for more Versatile Adept (+3 Ranged Power); but personally I'd rather have the +18% run speed, which makes kiting that much easier.
EDIT: if you haven't hit lvl 20 yet, then you don't have Expert Builder; that will be a substantial increase to your crit dmg. So be patient and keep leveling!

Last question. If I want to be straight Ranged is there anything in Assassin that will benefit me? Seems is all melee.

SA Training, Venomed Blades, Killer, Assassin's Trick, Damage Boost, Crit Mastery, Shadow Dagger (if you can get the DC high enough for blindness to proc), and of course more INT.

Just now hitting lvel 20. Can I get better armor that the Dragon Armor with a drop? I gotta get through epics to TR.

Restored Giantcraft leather (http://ddowiki.com/page/Item:Restored_Giantcraft_Leather_Armor) is the obvious choice: gain an extra +5% Armor-Piercing plus a little more AC and MDB (which means higher Dodge cap). And you can solo-farm for relics in the Gianthold wilderness, making it fairly easy to acquire.
After that, either flawless black dragonhide (http://ddowiki.com/page/Item:Flawless_Black_Dragonhide_Armor) or shadow dragonhide (http://ddowiki.com/page/Item:Flawless_Shadow_Dragonhide_Armor) upgraded w/Shadow Killer; I wish Shadow Stalker was available on lt armor. :( Cormyrian Red (http://ddowiki.com/page/Item:Cormyrian_Red_Dragonhide_Armor) used to be one of the few sources of Seeker +10; but nowadays I don't consider it worth the effort to farm, since flawless red dragon scales are a PITA to acquire. [In theory you can just farm Ring of Fire (http://ddowiki.com/page/Underdark_Arena:_Ring_of_Fire) for them, but I've never had much luck.]
