Game Changing Bug (not an exploit)

For many of my toons, my Meteoric Star Rubies are not proccing at all. On my 18 wiz/2 monk, my thunder forged wraps are not proccing at all... the native Wrath of Shadows and the Meteoric Star Ruby. This REALLY makes the character un-fun. someone needs to address this sooner than later.

Same issues with my monk.

On my wraps:
Meteoric Star Ruby not working, except when using cleave
Thunder Forged Wrath of Flames effect not working, except when using cleave

On my other weapons:
Meteoric Star Ruby working fine
Thunder Forged Wrath of Flames effect working fine

Bug reports submitted, have to wait and see; however, I do agree that it greatly diminishes the quality of game-play on my character, especially when a lot of effort went into making those wraps and obtaining the Star Ruby.
