Are you talking about the colors on some guild names? That's a cosmetic vanity reward for having a guild over level 150. The color depends on how many levels over you are.

If you're talking about the forums:
First, pick your color. You can use a custom color chart (http://html-color-codes.info/) to pick a color, which will generate a hexadecimal color code for you. Say for example you want pure red, so you enter 255 for Red and 0 for Green and Blue. The little color chart thingy gives you a result of FF0000. That's a color code.
Or you could pick a color by name (http://html-color-codes.info/color-names/). We see a color named "Red" in the first table that matches our custom red color code of FF0000. Either one works.
Now that we know our color code, we use it with color tags to wrap the text we want to show in color. Both examples using color tags looks like:
This text is red.
...results in...
This text is red.
This text is red.
...results in...
This text is red.
If you're talking about making your in-game chat text appear in color, it's super complicated and not at all worth the hassle.

I was doing my daily server hop for gold rolls, saw in a guild's message of the day, text in yellow, red & green. How is that done? I found this archived thread, hence the reply/query.
