Regarding Cormyrean Knight Training

Cormyrean Knight Training: You now use Charisma or Strength, whichever is higher, for attack and damage with shortswords, longswords, bastard swords, and greatswords.
In addition, as long as your Charisma remains higher than your Strength and you are wielding one of the above weapons, you receive a bonus to the DCs of your Tactical Feats equal to 1/3 your Charisma modifier.

character: swf warchanter bard (no swashbuckler in build) 18 fighter 2 pdk using short sword.

when im swf with just a short sword in hand and other hand empty i recieve the bonus dc for tactics,
yet when i equip a short sword and orb(allowed for swf)(any orb equiped) i dont recieve the bonus dc for tactics
and im not profecient with any orb.

is this wai or is this a bug does anyone know?

Did you try to equip a short sword in your off-hand? If you're given the bonus to tactics' DC with 2 short swords, then the problem is the orb.

You put this in there, so I have to ask: have you tested it while proficient? There is a spellsinger enhancement that can give prof.

But, I think Sisma is probably right. It's a single check to apply it to all weapons... and you are oh so likely to bash with your orb :p

yes ive equiped 2 shortswords and it works fine.

with Cormyrean Knight Training enhancement in place all orbs i try to equip i have
the yellow marker on saying not proficent. when i dont have the above enhancement
then it works fine for orb use.

what i have found is kinda strange,
if i equip a throwing weapon and orb and then re-equip my short sword and orb
the tactical dc is then applied but i am still not proficent with said orb.
