There are portals that look like that in the ceilings of all the chambers in Prison of the Planes. The stonework, including cracks, is similar, too. From the color I'd guess the Dolurrh, Mabar or Xoriat rooms.

4 looks like House K due to its dragonmark on the wagon. I would guess Gateway also since it is the only outdoor one that has that terrain.

Try jumping or tumbling (if you invested in that skill) in the water :). Goes faster than wading.

That painting (of the Black Loch) is everywhere: Storm the Beaches, various guild airships, several quests in Attack on Stormreach; basically, if it's a post Update 4 quest set in Eberron and there are paintings in the quest, this is likely one of them.

Edit: And actually, given this was a public zone (well, is, but you need a friendship bracelet to get there now) before it was a quest, it likely goes as far back as Module 2. O.o
