Mysterious Remanence drop

Do Mysterious Remanence drop at lower levels now? I was getting drops on my 12th level toon in a 10th level hard dungeon (equal to 11th level). I tried looking through the recent update notes and didn't see anything. I was using a cleric NPC but he was 12th level too.

I don't think it made it in the Update 27 notes but they did make a change

When you run a Quest at Level you get a normal chance
When you run a Quest at +1 Level your chance of Mysterious Remnants is reduced to 50% of the normal chance
When you run a Quest at +2 Level your chance of Mysterious Remnants is reduced to 25% of the normal chance

so in your case the Quest level adjusted was 11 putting you +1 level over. So while there is a reduced chance, it is still a better chance then 0% :)

I believe this change was done more to help out the seen drop issue of the Epic Quests dropping Remnants.

*Remnants

Level 11 in a level 11 (on elite, level 9 on normal i.e shadow crypt) Will get full remnant drops.
Level 11 in a level 10 (on elite, level 8 on normal i.e heroic von 1 and 2) Will get decreased but still existant remnant drops.(50%)
Level 11 in a level 9 (on elite, level 7 on normal, i.e heroic ToEE) Will get further decreased but still existant remnant drops.(25%)
