Lately I Have Found That There Is Nothing Good To Run With My Level 21 Artificer. And I Would Like To Run Some Stuff Some Of The Older Content For Epics But I Have Gotten To The point Where Im Thinking Of Just Buying An Ottos Epic Box. Any Ideas And Should I Buy It Cause If I Use It I Will Still Have Like Level 14-22 Gear So Not All Of It Will Be Great.

Using capital letters in the right place. Also, be a little more specific about your build and we can offer some gear advice.

Flag for caught in the web on EE with bravery bonus, then hand in the saga. You will be level 24 by the time you are done.

Take that Arti to Eveningstar and run every saga you can. Even on Epic Normal you will level solid.

IMO an Otto's box is a waste and cheats you out of the opportunity to learn the game. You are better off running the content, on EH or EN if necessary and upgrading your gear as you go along. Just like with anything else your mistakes will make you stronger in the long run.
Don't feel like you have to compete at EE level until you have enough experience and better gear.
Start with Carnival chain and work through the quests by level. Watch the LFM panel and jump in to Raids like Von5 and Chronoscope whenever they are posted. If you don't mind zerging then join groups running the typical fanfare of Lords of Dust, Von 3 and the like.
Run Explorer area content to gain XP and level your destiny. It is harder to run when you haven't completed any destinies, but once you earn a few destinies you will be able to run harder content with a good destiny.

Before you do anything - buy epic destinies. It's basically a requirement to play epics. You can technically play without them but it's like playing heroics without using any of your action points. Your character will be awful without them. I believe these are bundled with the MoTU expansion (you'll have to double check that), so just purchase that before you do anything. MoTU is still a pretty good deal even though it's mostly outdated content at this point. Eveningstar gear is still awesome for low epics. If you don't have the cash for MoTU or don't care to play it right now you could instead just buy destinies and wait to buy MoTU when it goes on sale.

You won't get BB, but you will get the first run @ difficulty bonus - and if you run the Eaveningstar chains (Kings Forest, Drow Houses and Demon Web) there was no Heroic version to run first...

not to mention if you're really afraid of losing the streak for elites and they're too tough for you. talk to the bravery marshal on an airship or hall of heroes.
