Armor of Speed is Broken!

I thought the other day that haste pot and armor of speed were stacking and bugged. I figured out last night that's wrong and they're not. Armor of Speed is not applying it's 32% movement speed affect, and though the sheet says it's adding the +15% to attack speed, a paladin I cast it on last night swore he was not getting jack from it. I'm a heavy armor swf+rune arm (GS MinII Khop or First Blood/Arm of Archon). I only noticed with the rune arm turned off running to a quest when I traded out my jurgandals collar for Iron Beads to cast Blast Rod.

To be helpful:

It's my 9th BF Arty in the last two years and my current split is 13 arty 3 paladin.

SWF line
IC: Slash
Adamantine
Bastard Prof
Completionist
Power Attack

I was in pretty much BF starter gear until 16 except for a loot gen int ring, gs helm, and guardian's guantlets.

Current Gear Set UP

GS Concordant OP Helm
Black Scale Docent
Jurgandal's Collar w5 dex or Iron Beads w/ 5 dex
Guidance of Shar w/ 10 Defense
Spiked Boots w/ 5 int
Ancient Band w/ 20 Vitality
guardian's bracers or gnoll's gloves (boxes and locks only)
guardian's guantlets
cloak of ice w/ +5 str and feather falling
Deadly 3 of Spellcraft 7 w/ good luck 1
Elite First Blood
GS Min2 Khop
Axe of Adaxus
Arm of Archons
Corruption of Nature
Trial by Fire

I don't know if it's coding, a known issue (I didn't see it there), something gear and/or feats is causing, but can other people chime in if it is broken to get it own the known issues list.

Thanks, Hulluuk.

Armor of Speed is Broken!

Armor of Speed provides exactly what the spell says: "This armor gains Equip Effect: Quickens the wearer, causing them to attack 15% faster than normal. In addition the recipient gains a +1 enhancement bonus to attack rolls and a +1 dodge bonus to AC and Reflex saves. An item can have only one temporary item enchantment at a time."

It does not provide any bonus to movement speed, as intended.

You will not be getting a speed increase if the Jorgundal's Collar is Epic Elite as they are both enhancement bonuses (much like a speed item would be, I am guessing that the paladin had a speed item or melee alacrity item on as well). If it is any other version, you will be getting a 5% (If heroic Normal) to a 1%(If Epic Hard) melee attack speed bonus, which visually it much harder to notice.

On the contrary, it was providing an enhancement to movement speed, listed or not, and may have been bugged and recently corrected by y'all. You're right, but I have used it for movement speed in the past, which has left me confused. However, I found the bug to probably be with the new Arm of Archon rune arm. I reworked a +6 speed lootgen into my set up and everything went fine until I charged the rune arm and cleared a mob. Afterwards, as always, I turned the rune arm off and now I have no bonus to speed and I am running slower than not having any speed enhancement item equipped at all. I played around with this for an hour. The solution turns out that when I switched weapon sets my enhancement to speed returned [it never indicated anything in the log, but I had a few friends tell me I wasn't crazy, cause it was driving me crazy), so I got tired of switching weapon sets and button pushing and LR'd into a twf 14 arty 2 pally 2 ranger. Slightly less dps loss due not having the that rune arm, which the new rune arm is amazing being a force junky (thanks for a new one), but now I move quicker, and I'm all the happier.

On a different note, if you happen come back and read this, I found Insightful Damage not added to my int modifier after LRing, which was strange since it worked before LRing. If I was a strength build I'd squabble more about not getting my damage bonus, but I fixed it with Stratigic Combat II. It was weird. I'm going to recheck now that I've logged out and in a little less frustrated some hours later, but I'm wondering about things with the class now.

And, uhm, is arty getting any closer in the rotation for some updated features?

Thanks for checking and responding. Thanks for pointing out the description. I hope it is my oversight and probably is.

I'm heroic. But thanks for pointing that out for others in case.

I can report that if you cast armor of speed on a kobold in a cannith challenge or crystal cove it does increase their speed just like a haste spell.
