Based on what I have experienced, the Hide of the Fallen 'Druidic Survival Mastery' effect does not appear to be working.
I have done a small amount of testing with a Human Druid Level 15 (13 Druid, 3 Rogue) wielding quarterstaff.
Fire Elemental
No Cloak (qstaff): 52-61 range (57.9 avg.)
Cloak (qstaff): 53-60 range (56.7 avg.)
Winter Wolf
No Cloak: 39-49 range (43.9 avg.)
Cloak: 39-47 range (40.9 avg.)
Dire Bear
No Cloak: 34-45 range (39.6 avg.)
Cloak: 36-44 range (40.7 avg.)
I do not claim this is the best data set but, based on my understanding of the effect, a level 13 druid in wild shape should see an 6-7 point increase in damage (depending on how 13/2 is rounded) per hit. Clearly, at least for my character, this is not happening.
I am hoping for a Dev comment on this but I am also wondering if any other players with a melee Druid are seeing a (damage) benefit from the cloak.
Hopefully, I am not misunderstanding the effect...

Interesting. Will test when I get home.

I will add my voice to the hat that hide of the fallen seems to be broken. I used my wand of teleport as the test item and had the same damage range with and without the hide equiped on my 18 barb (so I should get a +9 bonus)

You need to be in Wild Shape to get the bonus. 18 levels of Barbarian aren't gonna get it done for you. Are you saying your toon is 18Barb/2Druid? If so, you would have 20 Wilderness Lore feats which would get you a +10 bonus to damage as long as you're in Wolf or Bear form.

Did you get a chance to test?

If you haven't already, as part of your testing, you should try removing all your equipment and not using any buffs if you can help it. (Not using ship buffs is a bit hard with their long duration).
Then we can see if maybe the damage is mistyped and not stacking with something.

Good idea.
I am letting ship buffs run down now but it will be a while...

Nope, sorry. Had to work late.
I'll try again tonight using the suggestion about removing all other equipment and buffs.

Here is what I got testing with no equipment except a +6 str item. I used this to balance against the +6 str on the Hide of Fallen when it was not equipped.
Fire Elemental
No Cloak (qstaff): 28-33 range (30.6 avg.)
Cloak (qstaff): 28-33 range (30.8 avg.)
Winter Wolf
No Cloak: 15-25 range (20 avg.)
Cloak: 20-29 range (22.5 avg.)
Dire Bear
No Cloak: 15-28 range (20.7 avg.)
Cloak: 19-31 range (25.3 avg.)
After testing I stumbled upon a method that I 'think' gets the Druid survival effect to work in Fire Elemental wild shape.
It appears to be possible by:
1. start out of wild shape
2. change to dire bear wild shape
3. equip hide of the fallen
4. equip weapon (or leave weapon slot empty)- might work starting with weapon equipped but appears inconsistent
5. change to fire elemental wild shape
I do not quite understand why with ship buffs and gear I was not seeing any change in damage but without the buffs and limited gear I am seeing an increase in damage while in winter wolf or dire bear wild shape. I did not reapply ship buffs as I did not want to have to wait for them to expire again if there were more ideas on how to test without them.
All in all, at this point I can say that this is way beyond my ability to fully test but it appears bugged to me. Hopefully, a Dev will see this or someone with more time and skill can figure out what is going on.
Hopefully, this is at least helpful.

That definetly seems to indicate that something in your gear (or possibly a ship buff but this seems less likely) is not stacking.
What kinds of items to you have that increase your damage? (deadly?)
If you had the time you could try putting the gear on one piece at a time and see if you still have a difference in damage.
If you haven't already though you should fill out an official bug report. (http://ddobugs.turbine.com/ics/support/ticketnewwizard.asp?style=classic&deptID=24037)
