Damage over time spells (Niac's, Eladars). Frost Lance / Scorching Ray for single target.

Your best CC is likely Otto's Irresistible Dance (needs Spell Pen).

All of that works in heroic, though you need to have something useful to control the flow of stuff as you get into epics.

Magic Missile
Shocking Grasp
Ray of Enfeeblement (Does have Spell Pen Check)
Melf's Acid Arrow
Scorching Ray
Sleet Storm (Partial - Blindness and slow effects do not have a save, the knockdown part does)
Chain Missiles
Solid Fog
Force Missiles
Ice Storm
Wall of Fire (Does have a save for the First Tick only so if DCs are not the focus you need to keep stuff in the fire not kite through)
Burning Blood
Enervation (Does have Spell Pen Check)
Eladar's Electric Surge
Niac's Biting Cold
Waves of Fatigue (Does have Spell Pen Check)
Acid Fog
Power Word: Blind (Does have Spell Pen Check)
Black Dragon Bolt
Incendiary Cloud (Only the Blindness effect has a save damage part does not have a save)
Trap the Soul (Does have Spell Pen Check) <- Not much use in High level Epics due to HD Limit
Otto's Irresistible Dance (Does have Spell Pen Check)
Power Word: Stun (Does have Spell Pen Check)
Polar Ray
Power Word: Kill (Does have Spell Pen Check)
Energy Drain (Does have Spell Pen Check)


However, I want to point out some spells that don't have traditional DC calculations like Spell Level + Spell Casting Bonus

Dismissal/Banishment
DC = [Spell DC] - [Creature's HD] + [Caster Level]

Knock
Caster Level + Casting ability Modifier (Int or Chr)

i'm planning a life that is a spell slinger/swordsman, so was wondering what spells would be effective without that high a DC, its looking like DoT's and scorching ray are my best bets?

Don't downplay enervation or Ray of Enfeeblement especially in heroic levels as these will help reduce incoming damage and if coupled with a stat damage weapon could also increase your DPS. Very few mobs have Spell Pen in heroic levels until you run into Drow (around level 7) and Vale (Level 12+). While enervation does not work on red names, ray of enfeeblement can as they can take up to 10 points of damage here.

Frost Lance / Scorching Ray for single target.
FYI, OP, Frost Lance has a Fort save (so it always does at least half-dmg); Scorching Ray has no save.

For crowd control specifically Solid Fog + Ice Storm combined. The movement penalties stack.

I have been abusing scorching ray and eladars for months. I play mostly EN as i solo but in a 14/4/2 split sorc/fvs/paladin bladeforged it has been fun lots of spell points to go.around running in draconic till arcane cap then i was thinking of black dragon bolt mixed with some melfs for added dps.

So as an update I added melfs acid arrow to the build. I like it alot so when i tr i am going to spend a life 16/2/2 for black dragon bolt.
