Improved Two Weapon Fighting - Why is not available to me

Fairly new to this so please excuse if obvious answer. I have a Monk, level 8, leveling up to 9 and I am trying to take on the feat improved 2 weapon fighting and it is showing as unavailable. I have the two weapon feat, my dexterity is base 14, +2 tomb, +1 feat to make 17. My BAB is 6 so why is it not available?

the only thing that counts when coming to ability feat requirements is:
base ability + tomes
base ability can be increased when leveling up at levels 4,8,12 etc

I am not sure what you mean by +1 feat.
You need 17 base dex.
Your initial stat + tomes + stat level ups can count for that but not stat increases from enhancements.

Sorry what I meant was +1 enhancement, but if it is only base + tomes that explains it
