TOEE quest giver broke? why am i not surprised

So apparently the only way to get the quest is to enter the hall of heroes from eveningstar

I got in through Eberon HoH,, did notice the NPC over by Falconers Spire wasn't working and wouldn't talk to people to let them know where to go like he is suposed to
