I want to make a pure wizard Iconic. Two questions:
1. If I start with Morninglord Elf (1st level is cleric), do I have to add 14 levels of wizard and THEN reincarnate? Or can I leave the Ball and Chain Garret as level 1 cleric and immediately head for Reincarnation Grove?
2. Do I understand correctly that Iconics can Lesser-reincarnate as a different race, and in fact must do so in order to pick a different first class?
You have to level to 15 and then you can LR
No you can't switch races as an iconic using a LR and yes you can change yor first class as an iconic using an LR as long as alignment restrictions allow it and the only way an iconic can change race is to do a iconic tr at level cap and you can either do another iconic or a regular race

If you are wanting to get rid of the required level 1 class, you must level up to 15 ~ choosing as you please for levels 2 thru 15.
Then when you reincarnate you must choose one of: Melee / Caster / Specialist this is extremely important and the only way you will get rid of that first level is within the Character Creation Pages. You will see the choice of Iconic lit up, you must choose one of the other three.
Otherwise you will lose the benefit of that heart. Last warning this error has happened a lot.
You will still be of the iconic race when you do so, and the only way to become another race is to iconic reincarnate at level cap.

DDOWiki claims (http://ddowiki.com/page/Iconic_Heroes#Reincarnation):
Iconic characters can remove their first given class with a +1 or better Lesser Heart of Wood. This MUST be done at character creation, by selecting a non-Iconic race. You will retain the appearance of an Iconic Hero, however you will no longer physically be one.
What does this mean? That you lose any of the special features of the Iconic, and just act as a member of their base race? That's what it seems to imply, but it's not clear what "physically be one" means, precisely.

Yes: you are not allowed to LR while level-saving.
2. Do I understand correctly that Iconics can Lesser-reincarnate as a different race, and in fact must do so in order to pick a different first class?
No: your race is fixed, but if you LR +X an Iconic, you can change your initial class.

I think a couple descriptions are a bit confusing so I'll see if I can clear up a few things.
First the question about changing your Race. You cannot change your race with a Lesser Reincarnation (LR). The only time Race can be changed is with a True Reincarnation (Standard Character) or Iconic Reincarnation (Iconic Race Character)
Now for the Steps to remove the Cleric Level from a Sun Elf so that you can become a Level 15 Wizard.
1. Create an Iconic Sun Elf character using the Character creation screen
2. You will be a Level 1 Cleric Sun Elf. DO NOT level any further in the Ball and Chain because you can only add Cleric Levels here
3. Leave Ball & Chain and find a Wizard Trainer
4. Level 2 to 15 as a Wizard
5. With your LR+1 visit the Reincarnation Grove in the Hall of Hero's and use it. This will take you through a process to prepare yourself for Reincarnation
6. Once you have been prepped for the Lesser Reincarnation Logout
7. Press the Reincarnation option in the character selection screen. You will be prompted to type the character name
8. Once you log in you will be taken through a character creation screen again. It is important that you choose the Wizard Class here to override the Cleric Class you have on your character. You will be notified that you used the +1 part of your LR+1
9. Once done with the character creation you will be ported to "the Bridge Between worlds". Here you will level from 2 to 15 (All wizard because you cannot change any more classes)
10. Once done here you will exit and be in the Hall of Hero's as a level 15 Wizard Sun Elf
Now some finer points. During your leveling process initially you will be able to pick 2 Wizard Spells per level for your spell book. During the LR process you will also get to pick 2 Wizard Spells per level. The initial spells you picked will still be in your spell book so this can help to fill your spell book up with rarer spells and also reduce the number you will need to write to your spell book by getting a scroll and spell writing components. I recommend going to the Wizard Wiki Spell page and getting a list of spells that cannot be purchased by scroll and getting these spells first.

Thank you to everyone who replied, although Enoach was a little late -- I already did my LR +1 (Mancala on Cannith). Everything went pretty much like Enoach described, except I did not think to check for unpurchaseable scrolls. I already knew that Lesser Reincarnation enables one to pick up extra spells.
One thing I noticed -- my Morninglord Elf looks like he is wearing plate mail regardless of his actually equipped armor. I passed an Infused Chaosrobe to him through a shared bank, and he still appears to wear a plate mail.

All iconics start with a free cosmetic armor of their iconic armor. You probably still have the cosmetic equipped. Unequip the cosmetic or turn off armor appearance by clicking on the armor on your silhouette in the middle of your inventory window and you should see your actual equipped armor instead of the cosmetic.
If that's not it... then I have no clue *shrugs*

Nice walk thru Enoach, and I'll add one safety measure to avoid a small chance of known bugs:
Once you have been prepped for any type of Reincarnation Shut the game down completely. Then restart the game continuing onward.
