Unless there's a bug, it should. I don't have a Human Pally to check that on at the moment, but I can tell you that my Human Barbarian's class Heal amp enhancements stack with racial Heal amp enhancements.

In the new enhancement system, pretty much everything stacks with everything unless it specifically says so, usually by referencing the bonus type, eg. the critical profile boosts to sticks from TA/Henshin being competence, which doesn't stack with that from the Holy Sword spell.
