What can be done in mid and upper levels to improve defensive chance? I can keep defensive up around 50% to 60% in low levels up through lower mid levels but later levels it drops and I can't even find overprice AH armor to get it back.

The higher you go, the less useful AC becomes, unfortunately; so on a rgr, it's important to invest in Dodge, PRR/MRR (thru gear, Imp Parry enhs, defensive stance if MC w/pal or ftr), Incorporeality (Ghostly item (http://ddowiki.com/page/Category:Ghostly_items)), and Concealment (http://ddowiki.com/page/Concealment). eRing of Shadows (http://ddowiki.com/page/Item:Ring_of_Shadows) is a popular pick since it has both concealment and incorporeality bonuses.
In groups, it's about sensible aggro mgmt and learning to stay outta the way of the heavy hitters.

Isn't all that (at least Dodge, PRR/MRR reflected in the "Defensive Change" value shown in the UI when you mouse over your AC on the Inventory screen? If it isn't how do I calculate something to compare defensiveness options?

In groups I'm mostly okay since I tend to stand at the back and used ranged weapons. Although I do sometimes pull aggro off the tank with the amount of damage that longbow can do. We've sometimes ended up playing yo-yo with the boss where he starts running to me and the tank hits him with intimidate to get aggro back. Repeat until something dies.
