Does anyone know where Cutlass Falls is in the 3BC heroic explorer area?

Don't know for a fact, but if it is an explorer point, isn't that where Garl's Tomb is?

It has been years since I ran 3BC.

It's an explorer point for heroic 3bc. North East corner of the map - on your way up to the airship - there is a waterfall. That is Cutlass Falls. Under the water there is also a chest.

There is a cave at the side of that waterfall near the top. That is the entrance to the epic quest Precious Cargo.
