What is the damage rating your are getting on your shields?
I'm showing 100.10. 5.5[2d6] +7. 13-20x4. This is a crafted plane forged tower shield +5 impact of stunning 8.
My epic chimera's fang is half that! 49.50. 3[1d10]+11. 13-20x3.
If I could I'd make it my mainhand weapon!!!
I'm level 22 pure pali/vanguard in Divine Crusader at this time. Is this normal?

Madstone is still better. Without holy sword is already at 91 base, plus it adds bashes.
The damage is huge, but it procs at most 1 per second so it is far less damage than mainhand overall.
Of course, I try to mess with animations to see how to get more procs :P

I've noticed that items with keen/bludgeon have a large advantage in getting those big base damage numbers. It calculates the improved critical range into it. If you are using the improved critical feat, that will not be factored in, so it's not really fair.

Chimera's fang is keen too right?
Yeah, i think they frankly forgot about the possibility of a crafted impact shield and how it would interact with vanguard.

The devs have explained that because Shield bashes are limited to less than 1 per second, it is intentional that the Vanguard tree makes one hit with your shield better than one hit with your weapon.
