While I'm waiting for the Orien server to come back online I need something to do. Please tell me what kind of quest you would design if you were creating a new adventure pack. Please provide an overall theme, general summary of the quests, and what kind of special features would be included. Thanks! :D

Well....not sure about a theme...but there would be no undead in this quest. Maybe lots of Umberhulks, Carrion Crawlers, Giant Centipedes, Brain Moles, etc...lots of 1st edition AD&D monsters you'd find in caves.
Something in the 10-12 level ranged, with the epic option. In a huge area about the size of the Underdark

I want many new quests. Not just epic upgrades.
Better is make entirely new quests with bit higher level range (e.i. 12-19) with promise making epic version of that.
Probably with some raid finish - 19lvl on elite (so no ED use when runing it with bravery bonus)
Thing is that game need new people. To atract new people game need that players staying some time on heroic.
Thouse days game is strongly divided to 2 parts (i hope turbine have his own reserch for this). And Epic TR group of people is much larger imho.
Its not bad, actualy its cool. More could be done with that cool epic destinies. But maybe sometimes happen that strong group of people playing many epic lifes only get bored..
So game need some challanging stuff for heroic. To be honest, my toon is quite strong on heroic, much more than on epic.
Players need heroic quests that are hard like Shroud on level. Players need stop beeing cowards and enjoying challange with teamplay. That makes comunity.
Epic fail is that turbine many time changing xp needed for progress. Let keep there many hard quests, that will offer good gear (better drop chaince for adventurers) and much better xp than other quests. So group 2 could progress in heroic faster while helping making community.
Now to the point - the question.
I think Turbine could start just with improving Shavarath. Its imho one of best quests pack in game. And Turbine should offer thouse new quests for free. Or just some of that quests.
Idea is that they should add side quests there with another raid.
Another area for such improve should be Eveningstar but, there is problem for new players that thay dont own it and havent key of city etc.. And I know that there is pretty new Wheelon. But thouse kind quests are more interesting than kobolts. How many new players end with ddo in Harbor? Think about optional start game in Eveningstar. But this would need lot of work.

a castle assault raid would be fun...like storm the beaches on steroids

How about a quest similar to Gwylan's Stand, but with the ability for other players to enter the quests as mobs in opposition to the party?
That'd freshen up the game considerably.
People memorizing quests are suddenly faced with PC opposition instead of AI.
Muahahahahahahaha.
