Storm Horns Random Encounters

Hello all,

I'm trying to find all the Random encounters in the heroic Storm Horns, and I'm only missing 1, The Signal Fire encounter. I could use a tip as to where this one spawns. From the description and from a picture on the wiki, it seems to spawn in one of the Netherese camps, but I have no idea where. I've run to all the camps many times, but I haven't found this one yet.

Any tips are appreciated and thanks in advance for any help.

I think that is the one just north of the harpies, by the waterfall before crossing the river. :)

eta: Lower level, not higher. It is as far upriver as you can get in the low part.

North of journals 17 and 18. Probably easiest to find by going northwest from 17.
