Guild Storage II disappeared?

I was just about to buy guild storage II for 125 AS but the option disappeared. My guild is level 91 and I bought guild storage I several weeks earlier. The last time I saw guild storage II available was before the update or patch. Anyone know what happened?

Are you clicking on the First Mate to purchase? The upgrades work a little weird. You have to go belowdecks, reveal the hookpoints, and click on the existing amenity to upgrade it.
