Can someone explain this part?: "Use Magical Device +4 ? Enhanced Use Magical Device +4"

Does this mean that the item would have +8 to UMD if you had no other spell like effect to "enhance UMD"?

The Tier 2 version has "Use Magical Device +4" which grants a +4 competence bonus to UMD.

When you upgrade to Tier 3, you lose that and gain "Enhanced Use Magical Device +4" which grants a +4 enhancement bonus to UMD.

With no other items/bonuses to UMD (i.e. looking at the Spyglass in a vacuum), you get zero net gain in UMD.

However, there are multiple sources of competence bonuses (http://ddowiki.com/page/Use_Magical_Device#Sources_of_UMD). Enhancement bonuses are much harder to come by (and they do stack with competence bonuses). If you can get a different source of competence bonus to UMD, the Tier 3 spyglass basically gives you a stacking +4 to UMD.

Ahh so by making it "enhanced UMD" instead of normal + to UMD, this allows the spyglass UMD bonus to stack with a "normal" UMD item.
