Failed To Add Paypal

When i go on PAYMENT METHOD and click to add a new paypal payment and click on submit apears Failed do add paypay or paypal. I tried in another account and there i could enter with my paypal account but in the other always says this error mensage, someone help me pls.

I'm having the same problem. I'd like to upgrade to VIP but it keeps failing. Please help.
