running my first Arti. Other than Masterful Craftmanship, what are some good effects to craft onto my Runearm while leveling? Please note that the Runearm will only be equipped as a weapon set with the repeater. What are some good effects to use at cap?

I like to use Ranged Alacrity and Repair spell power on mine (Hand of Tombs). That bumps the ML on that arm from 9 to 17, but masterful shard drops it to 15. I like using it in Haunted Halls and few other places for the disruption.
Keep in mind rune arms are considered trinkets for crafting purposes. Here it the link to the Cannith Crafting Planner, http://cannith.cubicleninja.com/
EDIT, BTW most arty spells are Evocation, you can boost your DC and UMD if you craft Evocation Focus II (Passive +2 equipment bonus to DC) as the prefix and Persuasion (Grants a +3 competency bonus to all charisma based skill) as the suffix. ML would be 11.
Also, there are lots of other cool stuff you can craft like dodge, etc. Play around with planner and you can fill some gaps and/or become mo uber.

Evo and Persuasion are great ideas, however, the maximum potential on any Rune Arm is +5 according to the wiki. So you couldn't have EvoII and Persuasion on the same arm.
You can put Evo-I and Persuasion on a +4 arm. That would be ML:7 or you can reduce it to ML:5 with Masterful Craftsmanship. And that is very cool for before you reach your capstone.
Evocation Focus II has an item potential of +4 and has an ML of 5/7 with or without Masterful.
Depending on your levels, you may want to consider something to boost your elemental spell power or criticals.
e.g. An acid arm will work better if your Acid spell power is higher.
People have disagreed with me in the past, but I swear by it; but consider raising your spell power/criticals for fire and/or sonic to augment your Tactical Detonations and Prismatic Strikes. (Remember Sonic spell power is now boosted by Perform, and it's really hard to find a source for skill points or a place to add it in gear).
You can do the same for Force to augment those same spells and you Blade Barriers.
On the Shadar-Kai Artie I rolled, I didn't invest much into his repair skill (instead gave him some hide and move silently), so I might craft Reconstruction/Repair on his arms. Or Persuasion (Shadar-Kai take a Cha hit).
There's Dusk, Lesser Arcane Casting Dexterity (any non Artie spell requires a UMD check, and those all suffer ASF; maybe combine with Persuasion?), Move Silently (for when you invis to zerg).

Edit ~ forgot to screen shot the ring with Evocation II and Persuasion. Came out L17, put shards on it and dropped it to 15. Then I slotted an L16 augment into it.
