So I decided to test sustaining song to see how much it heals for, does it crit, etc. I used a level 9 (later 10) human pure bard and a level 21 pure bard in level 2 fatesinger
At first I tested self-singing but both characters have the 10% heal amp from ship buffs, so I pulled out an alt account level 2 character with no heal amp to test on as well.
Sustaining song has a pretty large aoe. When you sing it, whoever is targeted (or yourself if no friendly is targeted), and anyone around them, receives a modified cure light wounds. The actual target (or you if no target selected) receives this twice. Afterward, a small heal over time (HoT) is applied to all who received that first burst heal. The burst hits regardless of current/max hp. The HoT ticks only if the character is below its max hp. Both the initial burst and the heal over time seem to be affected by the singer's positive spellpower (but no crits) and by the recipients' heal amp. The song seems to have standard spell range, but can work without direct line of sight
On both the level 9/10 and the epic bard, the combat log states that "You heal __ points of damage from Cure Light Wounds," for the burst, and "You heal _ points of damage from Sustaining Song," for the HoT. The burst seems to be 1d6 + 2 + bard level, modified by spellpower and heal amp, and the HoT seems to be 2d3 modified by spellpower and heal amp. However, the HoT seems to be boosted by your current positive spellpower. Ie, if you sing the song with 100 spellpower, then change gear/buffs and have 125 spellpower, all future ticks until the buff wears off (or you change spellpower again) will use 125 spellpower.
During my testing, I found what may be a rounding or display error. My epic bard I was testing with 200 spellpower should have been dishing out 3x what the base heal from the song is, but the numbers were 1 less than they should have been. The same thing happened with a cure spell. Not sure of the cause.
Another bug I found which I'm pretty sure is quite recent, is that song of arcane might is not boosting my bard's caster level, on either the level 21 or the level 10. It uses up a song, applies th buff, but no actual change to cure spells or buff durations.
