So just ran it for 2 hours with a pug group . It is what it is . But dam after 13 times on a new Toon ,BUILD URRGH .... nOTHING . vERY DISHERTING. Not very fun at all for the time spent to run it .

DDO is known for such design errors,
Basically:
Up the rewards:
* If it takes longer to run a raid
* If there is a flagging mechanism
* If the content is OLD!
* New loot "overshadowing" the ones coming from the raid. (Good enough if not better alternatives)
The problem with CITW is it fails almost all sense when it comes to the rewards. Basically the only good reason for lower drop rates is that you get a Full* Item, which is baseline good, but only gets great if you go all the way to upgrade it. Now, if you would plan to get all your commendations from this raid only, you better plan for some grind, or get a party willing to pass down CoHs. The weapons from CITW are semi obsolete now, since Thunderforged is almost as good, if not better for most builds.
For you personally the good news is: 7 runs left to go, and you probably can grab what you want.
Easy solution: Grant 1d3 CoHs in the main chest on completion. CoHs are still wanted for various raid upgrades, and augments so this alone would make more people join the raid.
Easy solution +1: Make end chests drop astral shards with a 5-10% chance in small batches. 1d6 on normal, 2d6 on hard, 4d6 on elite.
Easy solution +2: Make end chests drop +5 tomes with an increased chance (so that a full raid party has approx 15-20% to get one)

Yup I always wondered what was the staf thinking at when they designed a new raid that is the longest to flag (4+4+3 quests in 3 different areas, okay it is granted, no need for sigil grind, but 11 quests !), long to complete, kinda hard on difficulties more than EN, not at all rewarding in terms of loot.
Did they think that this would increase its lifespan ? Is it just a design mistake that no one wanted to correct ? ("nvm guys, we will design a new raid for EGH that will grant CoH so they'll stop whining ?" - "but we could just change the loot tables for this one" - "noooooooooooooo, last one to touch to loot tables was fired !!!!")

LMao .The Raids are fun But there is no rewards for doing it now . Its just mass time for no rewords .You pug it or Guild it . 1 out of 12 you have nothing but a time waste
Do you happen to run this on EH? It's likely that droprates on EH are broken.
EN and EE seem fine.

Hi,
It does need some love. I can think of a couple of choices.
Kind love: have a minimum of one heroic commendation per completion.
or
Tough love: a mercy killing for the whole raid. Then it could become a story old-timers tell new players about how bad the game used to be, and serve a more useful purpose than it does now.
