This is my old concept idea. Just I didn't want them buried in my brain, so I wrote it here. You don't need to read this, but I hope you leave how you think this if you read. :)

But before reading, Be know English you'll see is not good to be well read. cause I'm not a native, am a Korean.

Playable Monstrous Races: Paragon

There's always an abnormal one among existances of some creatures. some of them divagate their life, become Paragon as they changed their own fate from monster's life themselves. For example, Most famous Paragon in Forgotten Realm is Deekin the Kobold.

Paragon Features:
Paragons equip "Monster Armors" (because It takes a lot of cost to add armor appearances for them)
Paragons have their own prologues (I'll explain examples below)
some Paragons have Illusion magic which makes them seen as an ordinary race to prevent racial discrimination. (their prologue explains this)
Powerful ability but critical penalty (maybe)

Feature - Monster Armor:
Paragon can equip Monster Armor Only. Heavy, Medium, Light, Cloth are not equip-able for Paragon.
It's sad to say, It's because Turbine dosen't have budget enough to make armor appearances from heavy to light for new races. You saw that already with Iconic Races sharing same appearance with regular races.(PDK:Half-Orc, Sun-Elf:Elf, BFG:WFG)
If Turbine can make those greatly, It'll be nice. but I don't believe them in this. lol

Feature - Paragon Prologue:
First, Regular race's prologue starts at the beach where happens airship crash nearby, and Iconic race doesn't have it actually. while, Paragon's prologue starts each of them's tribe. there is two examples below.

Kobold:
You're just a kobold which seen many in sewers of Stormreach. You're not special, though You're special. You think cleverly like human. You behave unlike other kobolds. But you're just a kobold. So everything was boring for you.
You determined to leave your clan Spikeskin with your Kobold friend*.
(*Kobold friend: His position is a trap guide similar to Jeets)

When leaving, You encountered a locked door with a trap. You can make disable the trap and pick the door if you can, but You asked your Kobold friend to do that instead of you. At the exit to world, You saw monster intruders** incoming to attack your clan. You could ignore them, but You decided to stop them for your family.
(**monster intruders: can be anything - Troglodyte, Sahuagin, Bugbear)

You returned to your clan and protected kobolds from intruders. After some fights, Your friend explained how to use shrines. after defeating them, you quickly left there with your friend. When you leave the sewer, your friend decided to remain here, and said to you good luck.

Out of the sewer, the view of Stormreach makes you excited. But You found a guard not far away. He didn't let you pass to Marketplace path: "No kobold pass here! go to your home sewer!" at least He didn't attack you. Anyway, you moved to somewhere the guard didn't notice.

and You met a wizard somewhere. He cast a spell immediately to attack you, but he stopped it as you didn't show him hostility. He talked to you with his curiosity, and you said your desire for the world to him. After some talks, He decided to help you to have the Illusion spell makes you seen as a human for preventing kobold discrimination. It's because Being a kobold dosen't make a good feeling toward people, even if this doesn't make you a real human.

Anyway, You ran to meet the guard again. Surprisingly, He didn't realize that the kobold he saw was you and let you pass!

Now, You started your journey for the world, as a Paragon.

Minotaur:
I'll write this simply. It's just tired to write something more for me... writing English long like kobold prologue made me tired...

1.You was a minotaur of a clan.
2.Intruders attacked your clan.
3.You and your friend survived from the attack.
4.You and your friend tried to escape there.(*your friend guides some game system: trap, shrine, chest loot...)
5.You arrived Stormreach and started your life as Paragon.

Feature - Stats:
Well, I didn't think this exactly... but... at least I can remain an example.

Kobold stats:
Dex +2 (You're a speedy Kobold)
Wis +2 (You think different) - Actually I've never seen any race having wis bonus. just I want to see that one.
Str -2, Con -2 (You're a weak lesser race) - It's to prevent Kobold become monk-specialized race because of wisdom.
Can't wield big weapons: Greatsword, etc. - awkward penalty!
have 75% carrying capacity like halfling

do you think kobold having trouble penalties? It's true. being a kobold should bear that annoyance.

Anything else:
This concept is thought for the desire that people can play the monster they like. Anything can be this. Wearwolf? No problem. Undead? Yes, You can. But to make this, there'll be a lot of things to be considered.

Thanks to read this even if it was poor English. ;)

Kobolds absolutely should NOT get a +2 wisdom - Even in DDO there's no precedent for this!

+2 Charisma on the other hand would work with Stormreach Kobolds obvious proclivity for Sorc and Soul, would be a minor boost for Rogue or Arti and would also provide a reason to go Bard or Paladin.

As for a +2 Wis race my suggestion is Forest Gnomes or Svirfnebli {both of which were +Wis races in 2nd Ed. AD&D - as well as being +dex}.

And yes I am bringing back up my "Little People Pack" suggestion {Gnome & Kobold PCs along with Goblin Mobs being introduced to the game...forcing Kobolds up out of the Stormreach Sewers.}.

EDIT: The Devs could provide 2 separate Gnome Sub-Races: Forest or Svirfnebli + Tinker or Eberron Gnome {no Rock Gnomes - They're just smaller Dwarves!}.

At first I thought this was a PvMP suggestion, and I was ready to rip it down....but its just another "add more races" suggestion, to which I always say: what's it adding the game doesn't already have? Hows a Minotaur not just a reskin of Horc? How is Kobold any different than Halfling?

I think they'd be better as Iconics in the future. Kobold FvS iconic could be fun :) But I think the penalty should be -20 Haggle, to represent the disdain and xenophobia that Stormreachers have for monstrous races, even the "good ones".

LOL. They're somewhat awkwardly strong to call them as weak lesser.

Paragon is special one. so anything with their story can be done like a wise Minotaur with low intelligence and strength(+2 Wis, -2 Int, +0 Str - It's mean of weak for Minotaur)... and giving kobold wis is officially a kind of version: http://www.dandwiki.com/wiki/Kobold_(4e_Race)
Gnome, It's good to hear it. but I'm not sure when It'll be done... by dat Turbine lol.

Actually It's just explaining a story how players can play them naturally. kicked kobolds from their sewer can be other way, also a minotaur who doesn't want to belong to his society.
Iconic, That's another way to add'em. But I don't like they start at level 15. You know some of users play lvl 1 Iconic. That's why I use the word 'Paragon.' They have own personal story(?) like Iconic, But They're not supposed to do lvl up immediately as They're not Iconic.

No thanks especially to a new starting area for them it's just to little reward for the amount of work involved. I would love to see kobolds added but not as you envision
