Drow/sunelf 20 int 16 con, necro focus, metas, insightful reflexes, maybe toughness and that is all build wise. The rest is gear.

Check the thread below. It's a little more advanced than for a beginner but has become the defacto bible for pale masters, my favorite. Wizards can either be arch mages or PM's, which are undead. Forget sunelf as a first life beginner wizard. I would either be drow or human, either is fine for a first life. Take a look at the guide and come back to this thread with your specific questions. Happy to help.

Sorry, just saw this is your third life so, yes, drow or morning lord will be the way to go. You will need a +1 heart of wood for the morning lord.

Keep in mind that while the Morninglord is a good option for starting with a 20 Intelligence , it can be an expensive option if you plan on doing anymore Heroic True Reincarnations.

I personally like the Morninglord option but would recommend Drow or Human if you plan on doing more HTRs.

Besides feats in Necromancy the things you need is gear that adds the following:

1. Spell Penetration - Does not need to be permanent but in a swappable place like off-hand
2. Spell Focus items - Obviously the more consolidated you can get the better, however having options to switch between can help you tailor your spells to be most effective to the situation
3. Potency/Specialized Spell Power - Sometime you will have to nuke - DC casting still has places it is not as effective

Also prepare yourself with debuffs at higher levels to soften the group.
