Is it mandatory to be in a guild now to actually get ship buffs from somewhere?

If so, that's stupid.

I am 95% sure this has been seen by a dev before now and they said it was a bug and they'd look into it...

On the other hand, I'm okay with this being one of those bugs they take years to fix ;) To me it doesn't seem fair that any joe schmoe can visit a guild ship and get massive buffs without actually ever helping to build the guild....
