Swashbucklers get a lot of DPS from their crits.
I have revisited the ddowiki article on bypassing fortification (http://ddowiki.com/page/Fortification#Bypassing_Fortification) and noticed that Shield of Condemnation (Angel of Vengeance second core) can reduce fort by up to 50%. Which is very nice, in theory. However, it requires being hit, which is usually painful; and it has a chance to proc. Ergo, questions:
1) Can it proc on ranged attack?
2) What's the chance?
3) Is it a good idea to slap this on a swashbuckler?
